Welcome to Virginia Medical Plans’ 2019 enrollment guide for Cigna medical plans for individuals and families in Virginia.
About 2019 Cigna Health Insurance
If you live in certain counties of Virginia*, you can enroll in a Cigna health plan.
You must choose providers who participate in the Cigna Connect network. Be sure to designate a primary care physician (PCP) who accepts “Cigna Connect” because referrals are required to visit a specialist.
Out-of-network care is not covered, except in the event of a true emergency. Always verify that a doctor, pharmacy, hospital or other medical provider is in-network with Cigna Connect before you seek care.
If you are eligible for a subsidy to help pay for health insurance, you must buy a Cigna plan through the exchange. Click here to find out if you may qualify for a subsidy in 2019.

Cigna Connect plans are “EPOs” — Exclusive Provider Organization. This is a very small gated HMO network (referrals required). There is no out-of-network care, except in the event of a true emergency. You must search the network carefully (use link below).

Cigna also offers stand-alone dental plans if you live in Virginia, Maryland, or DC.
*Cigna counties in the Northern Virginia area: Alexandria City, Arlington, Clarke, Fairfax City, Fairfax, Falls Church City, Loudoun, Manassas City, Manassas Park City, Prince William, Stafford and Warren.
